The phrase comes from the imagination of the cartoonist Leo Ortolani, who used this fantastic place, MOLISE , to provide an alibi for various accusations hanging over the head of one of his characters.

The blame for the comic book character's misdeeds was attributed to the phantom inhabitants of this phantom region, the Molise people.
